E-invoicing in Singapore

Singapore enforces mandatory e-invoicing for public procurement via InvoiceNow, while the Inland Revenue Authority of Singapore (IRAS) is systematically phasing in the mandatory GST InvoiceNow Requirement for all Goods and Services Tax (GST) registered businesses between 2025 and 2031.

By adopting the international Peppol framework under the national InvoiceNow initiative, the country has bridged local enterprise accounting with global electronic commerce. Singapore is rolling out direct tax-administration reporting directly connected to business invoicing workflows.

Starting in mid-2026, IRAS began issuing formal notification letters to registered businesses, assigning their binding compliance cohorts.

What Does E-Invoicing Mean in Singapore?

E-invoicing in Singapore refers to the automated exchange of structured digital billing documents directly between accounting, billing, and ERP platforms across the nationwide InvoiceNow network.

A structured electronic invoice is an XML file structured under the Singapore Peppol PINT-SG (or Peppol BIS Billing 3.0 SG) specifications that enterprise software generates and reads directly without human intervention.

Singapore strictly separates commercial invoice exchange from tax administration:

  • Commercial Exchange (Four-Corner Model): Businesses connect via IMDA-accredited Access Point Providers to deliver invoices directly to counterparties using their Unique Entity Number (UEN) as their Peppol identifier. This is not an invoice-clearance platform; IRAS does not validate or approve invoices before your customer receives them.
  • Tax Data Submission (Five-Corner Model): Under the statutory GST InvoiceNow Requirement, taxpayers submit prescribed invoice data to IRAS using an InvoiceNow-Ready Solution.

The Evolution of E-Invoicing in Singapore

Singapore’s digital transition follows a planned trajectory:

  • 2019: IMDA launched the nationwide e-invoicing network, later rebranded as InvoiceNow.
  • 2020: The Accountant-General’s Department (AGD) linked Vendors@Gov to InvoiceNow, setting a standard electronic receipt for public procurement.
  • 1 May 2025: IRAS introduced a soft-launch window allowing existing GST registrants to transmit invoice data voluntarily.
  • 1 November 2025: InvoiceNow became mandatory for newly incorporated companies registering voluntarily for GST.
  • 1 April 2026: Transmission obligations expanded to all new voluntary GST registrants.
  • 1 April 2028 – 2031: Phased rollout across all compulsory and existing GST registrants.

B2G Regulations and Mandates in Singapore

B2G electronic invoicing is active across Singapore’s public sector. The Singapore Government maintains InvoiceNow as the primary submission channel for government vendors via the Vendors@Gov portal.

Suppliers send structured Peppol e-invoices directly to the relevant agency's Peppol ID. This routes invoices into government accounting software, automates purchase-order matching, eliminates manual document uploads, and speeds up invoice settlements.

B2B Regulations and Mandates in Singapore

Commercial B2B invoicing is shifting systematically from an encouraged practice to a statutory filing prerequisite.

A business subject to the GST InvoiceNow Requirement must transmit prescribed invoice data to IRAS using an InvoiceNow-Ready Solution:

  • Counterparty Connectivity: Data submission is not limited to transactions with InvoiceNow-connected customers. If your buyer is not on the network, transaction data must still be submitted to IRAS using solution-extracted methods.
  • Transmission Deadline: Data does not need to be transmitted instantaneously upon transaction execution. It must reach IRAS by the earlier of the relevant GST return’s filing date or filing deadline (typically one month following the quarterly tax period).

B2C Regulations and Mandates in Singapore

Direct B2C retail transactions are exempt from mandatory peer-to-peer Peppol issuance.

Retailers, ticketing platforms, and consumer-facing sellers continue issuing printed or digital till receipts. For back-end tax compliance, merchants record sales in their InvoiceNow-Ready accounting or POS solution and transmit aggregated daily summary records directly to IRAS.

E-Reporting and Tax Compliance in Singapore

All GST registrants must comply with core statutory invoicing parameters under the Goods and Services Tax Act:

  • 30-Day Rule: Tax invoices must be issued within 30 days of the time of supply.
  • Mandatory Particulars: Tax invoices must state identifying invoice numbers, business name, address, GST registration number, customer details, description of supplies, total payable excluding GST, 9% GST rate, and total amount payable inclusive of tax.
  • Simplified Invoices: For sales not exceeding S$1,000, simplified tax invoices omitting detailed customer particulars are permitted.
  • Statutory Exclusions: Businesses registered for GST solely under the Reverse Charge mechanism on imported services, or overseas entities under the Overseas Vendor Registration (OVR) simplified regime, are excluded from the GST InvoiceNow Requirement.
  • Retention Period: All accounting records, invoices, and credit notes must be archived for at least five years.

Penalties and Consequences for Non-Compliance

IRAS enforces compliance under established statutory powers:

  • Revocation of Voluntary GST Registration: For businesses registering voluntarily, adopting InvoiceNow is a binding legal condition. Failure to comply can result in administrative cancellation of GST registration and forfeiture of security deposits.
  • Record-Keeping and Invoicing Breaches: Failure to issue proper tax invoices or keep business records for five years is an offence under the GST Act, carrying statutory fines up to S5,000, rising to S10,000 plus custodial sentences for repeated offences.
  • Late Filing Sanctions: Missing GST return deadlines incurs statutory late fees alongside immediate 5% penalties on unpaid taxes

FAQs

Is e-invoicing mandatory for every business in Singapore today?

No. E-invoicing is mandatory for public procurement (B2G) and voluntary GST registrants. All remaining GST-registered businesses will onboard in phases between 1 April 2028 and 1 April 2031.

Does InvoiceNow require real-time clearance by IRAS before sending?

No. Invoices are exchanged directly between trading counterparties. Tax data submission is transmitted separately and must reach IRAS by the earlier of your GST return’s filing date or statutory filing deadline.

Are non-GST registered businesses required to use InvoiceNow?

No. Non-GST registered businesses are not required to adopt InvoiceNow or submit invoice data to IRAS, though they may adopt InvoiceNow voluntarily for operational efficiency.

What happens if my customer is not on the InvoiceNow network?

If a transaction falls within the GST InvoiceNow scope, you must still submit the transaction data to IRAS using an InvoiceNow-Ready Solution, even if the customer receives their billing copy outside Peppol.

Are B2C retailers required to transmit individual e-invoices for every sale?

No. Consumer transactions can be issued as standard printed or digital receipts, with daily summary totals transmitted to IRAS via accredited software.

Which businesses are officially excluded from the GST InvoiceNow Requirement?

Entities registered for GST solely under reverse-charge rules for imported services and qualifying overseas entities registered under the Overseas Vendor Registration (OVR) regime are excluded.
