Zambia Smart Invoice Fiscalization Requirements 2026

Zambia has a mandatory fiscalisation system known as Smart Invoice, operated by the Zambia Revenue Authority (ZRA). VAT-registered businesses must use the system to record sales and transmit invoice, transaction and stock data to ZRA in real time. Businesses using private ERP, accounting, billing or POS software should use an approved Smart Invoice integration route. VSDC is ZRA’s communication module for connecting private systems to Smart Invoice, and use of VSDC requires an application and ZRA approval.

Smart Invoice transactions are authenticated with a fiscal signature, and fiscal invoices include a QR code for verification. VAT-registered businesses must keep invoices, receipts and other VAT records for at least six years and make them available to ZRA when requested. Where an eligible Smart Invoice solution is used offline, the taxpayer must upload the invoice data within three days of issue.

What does fiscalization in Zambia mean?

Fiscalisation is a tax-control system that records sales securely so tax authorities can verify transactions and taxes due. In Zambia, Smart Invoice records sales through an approved solution or connected system, authenticates transactions with fiscal signatures, and uses QR codes for verification. It can also transmit stock movements and inventory status, while recording payment types such as cash, cheque, card and electronic transfers. VAT-registered suppliers can use Smart Invoice for zero-rated exports, while post-sale corrections are handled through credit or debit notes. This supports VAT compliance, sales monitoring and reducing under-reporting. 


Legislation timeline

  • 2020: Zambia introduced Electronic Fiscal Device (EFD) requirements for VAT- and Insurance Premium Levy-registered taxpayers.
  • December 2023: New VAT and income-tax amendments established Smart Invoice, replacing the EFD model with software-based fiscalisation and real-time reporting to ZRA.
  • 1 January 2024: The VAT Amendment Act, 2023 entered into force.  
  • 30 September 2024: ZRA required VAT taxpayers to register for and use Smart Invoice by this date.
  • 1 October 2024: Penalty enforcement stated by ZRA, ZRA stated that standard penalties would apply from this date for non-compliance by VAT taxpayers. 


Fiscal regulations that affect businesses in Zambia

Smart Invoice and sales reporting

Zambia’s mandatory Smart Invoice system requires VAT-registered businesses to record sales and transmit invoice, transaction and stock data to the Zambia Revenue Authority (ZRA) in real time. 

Electronic invoicing

Smart Invoice is also Zambia’s e-invoicing system. VAT-registered businesses must issue electronic tax invoices for taxable supplies, while integrated systems must meet ZRA’s technical requirements for transmitting invoice data. Each fiscal invoice includes key supplier and transaction details.

VAT reporting and records

VAT returns must be filed within the applicable deadline, five days after the accounting period for manual returns with fewer than ten transactions, or 18 days for electronic returns with ten or more transactions. VAT records, invoices and credit notes must be retained for at least six years.


Implications and penalties for non-compliance

Failure to comply with the legal requirement to use Smart Invoice can trigger penalties under section 7A(3) of the VAT Act, a first offence may attract a fine not exceeding K40,000, a second offence, a fine not exceeding K80,000, and a third or subsequent offence, a fine not exceeding K120,000, imprisonment for up to three years, or both.

Separate VAT administration penalties may apply for late returns and late payment. ZRA states that a late return can attract 1,000 penalty units shown by ZRA as K300 per day or 0.5% of the tax due, whichever is greater, for each late day. Late payment attracts 0.5% of the unpaid tax for each late day, interest may also apply under the relevant rules.
