Fiscalization is mandatory in Egypt for taxpayers that ETA names in its e-receipt obligation decisions. Egypt's framework for consumer sales is the Egyptian Tax Authority (ETA) Electronic Receipt System, which covers transactions between the taxpayer and the final consumer (B2C). It rests on Finance Minister Decision No. 230 of 2022, which requires ETA-registered taxpayers to issue electronic tax receipts for goods sold and services provided to final consumers.
Rollout is phased, so there is no single nationwide deadline. Decision No. 289 of 2022 named the first 153 taxpayers; the third phase covered 2,000 taxpayers from 15 January 2023, and ETA's list now runs through Decision No. 361 of 2025. Receipts are signed documents sent to ETA through the eReceipt API, and the current document type is Receipt v1.2, with v1.0 and v1.1 retired. The system is separate from Egypt's B2B e-invoicing system.

{{__MONITORING_PAGES_GROUP:blog_articles_571__}}As of October 2026, ETA's eReceipt obligation page lists decisions through Decision No. 361 of 2025. It covers the first sub-phase of the ninth main phase, effective 15 November 2025. A taxpayer is covered only if an ETA decision names it, and it must also complete system registration and product/service coding. Not every B2C taxpayer shares the same date, so businesses should check their own registration number against the decisions. ETA also keeps publishing approved POS suppliers, certified models and registration guidance on its POS portal.
What does fiscalization mean in Egypt?
In Egypt, fiscalization means digitally recording B2C sales through the ETA Electronic Receipt System. Sales data is generated in a POS, ERP or supported channel, then transmitted to ETA for registration and validation. Egypt does not use certified fiscal printers. ETA approves POS suppliers and models, and validates each receipt centrally.
ETA's stated principle is immediate transmission at the time of sale. Its technical framework currently allows submission within 24 hours, but delays can carry consequences.
Timeline

- 15 April 2022: ETA launched the eReceipt pilot.
- 1 July 2022: The first mandatory phase began, covering 153 companies under Decision No. 289/2022.
- 2022–2024: Rollout expanded by taxpayer group and geography, including Sharm El-Sheikh and the North Coast.
- 2025: Rollout continued through the seventh, eighth and ninth main phases.
- 15 November 2025: Taxpayers in Decision No. 361/2025 became obligated.
Who does fiscalization in Egypt affect?
Fiscalization in Egypt affects taxpayers that ETA names in its e-receipt obligation decisions and that sell goods or services to final consumers (B2C). The first group, listed in Decision No. 289 of 2022, contained 153 taxpayers. ETA's list shows these were mostly large consumer-facing businesses, such as restaurant and food-delivery operators, retail and supermarket chains, fashion and electronics retailers, and tourism operators.
Later phase decisions extended the obligation to more taxpayer groups and areas. Businesses can check whether they are covered through ETA's inquiry, using their tax registration number.
Fiscal regulations that will affect businesses in Egypt
Egypt's e-receipt rules cover how a POS is registered, how items are coded, and how receipts are built and sent to ETA.
The requirements are:
Onboarding, POS registration and verification
Taxpayers register with ETA and link each POS to their taxpayer record, branch and approved device model. ETA's POS portal handles registration, serial-number checks and the approved supplier and model list. Devices bought outside approved vendors may need an inspection before activation.
Device options
A physical device is not always required, because receipts can go through a POS, an ERP or ETA's mobile solution. An ERP can be registered as a virtual POS, and each sales point needs its own registration.
Product and service coding
Receipts use the same GS1 and EGS item codes as e-invoicing. Receipt v1.2 requires the seller registration number, branch, POS serial number, activity code, item data and values. ETA validates every code against its tables.
Integration and transmission
POS authentication uses OAuth 2.0, and receipts go as JSON through the eReceipt API. A batch holds up to 500 receipts (1.5 MB), with up to 300 line items each.
Receipt integrity
Each receipt carries its own UUID and the previous receipt's UUID, which forms a chain. The customer's copy must show a QR code. Individual buyers need a national ID when the sale is EGP 150,000 or more.
What Are the Implications and Penalties of Non-Compliance in Egypt?
ETA states that failing to issue required e-invoices or e-receipts can constitute tax evasion under the Unified Tax Procedures Law and may lead to legal action. ETA also confirms that failing to include the receipt information required by Article 37 can trigger Article 71, a fine of EGP 20,000 to EGP 100,000.
Your Trusted Partner for Fiscalization in Egypt
Egypt's fiscalization runs through the ETA Electronic Receipt System. Named B2C taxpayers must register each POS or ERP, code their items, and send signed JSON receipts to ETA through its eReceipt API. ETA validates every receipt, and the phased obligation decisions keep adding taxpayers.
DDD Invoices gives software providers one unified REST/JSON API that handles country-specific formats and compliance workflows. That cuts the Egypt-specific logic you maintain inside POS, ERP and billing systems.

Is fiscalization mandatory in Egypt?
Yes, for taxpayers covered by ETA eReceipt obligation decisions. Check whether your registration number falls in an applicable phase.
Is an electronic receipt the same as an electronic invoice?
No. The e-receipt covers sales to final consumers (B2C) through the ETA Electronic Receipt System. The e-invoice is a separate ETA system for transactions with businesses (B2B).
Do I need a physical fiscal POS device?
Not always. ETA supports POS, ERP and mobile issuance, and some ERP setups can act as a virtual POS. The issuing point must still be registered and integrated.
How quickly must receipts reach ETA?
ETA's norm is to send each receipt immediately at the time of sale. The framework currently allows up to 24 hours, but delayed submissions may carry consequences.
